Fido
Rogers At&T

Fido targets their PCS products at city dwellers whom will use their phone almost exclusively on the Microcell Connexions network and will rarely roam in analog mode. Their packages start at $20/month (+ $6.95 licensing charge), including 200 free minutes anytime on their digital network. There is no contact to sign, you just buy the phone, activate it, and cancel anytime. If you're unhappy within the first 30 days, you can return the phone for a full refund and pay for just the airtime used.

Rogers AT&T targets their cellular and PCS products at large and small businesses and casual users who would like a cellular phone. Their packages start at $20/month for either analog or digital services, including 100 free minutes anytime. You may need to sign a contract to obtain the rates listed above. Note that only Rogers is using TDMA technology on their digital phones in Canada and these phones cannot be used with any other provider if you are unhappy with their service.
Telus Mobility
Bell Mobility

Telus Mobility targets their cellular/PCS products at casual and business users. Their packages start at $20/month (+$6.95/month for the licensing charge), including 50-200 free minutes anytime on either analog or digital networks. Although Telus Mobility is using CDMA, don't expect to be able to switch to Bell Mobility or another CDMA if you are unhappy with their service. Telus Mobility has a Service Provider Lock (SP-LOCK) on the phone to prevent just this.

Bell Mobility targets their cellular and PCS products to a wide array of users: casual users that need nothing more than a few minutes a month on a pre-paid plan up to power users doing a majority of their roaming in the US. Bell has an interesting policy on returning handsets -- it is primarily left up to the dealer to take back the handset, therefore make sure to ask about the return policy before buying a Bell Mobility phone. Monthly packages start at $25/month for 200 anytime minutes.
